The Institute of Chartered Accountants of India was set up by an Act of Parliament, The Chartered Accountants Act, 1949, which came into effect from 1st July 1949 for the purpose of regulating the profession of Chartered Accountants of India. The Institute is a body corporate consisting of all persons whose names are borne in the Register of Members of the Institute. The affairs of the Institute are managed by a Council and run through its Head Office at New Delhi and 5 Regional offices at Mumbai, Chennai, Kolkata, Kanpur and Delhi. Besides there are 118 branches throughout the country.
The Eastern India Regional Council was formed in 1952, which serves the States of Assam, Meghalaya, Nagaland, Orissa, West Bengal, Manipur, Tripura, Sikkim, Arunachal Pradesh, Mizoram and the Union Territory of Andaman & Nicobar Islands. Office of the EIRC is at 7 Russell Street, Kolkata - 700071.

Study Circles /CPE Chapters / Study Groups
There are presently Twenty active study circles operating under Eastern India Regional Council, Five CPE Chapters and Eight Study Groups.
EIRC presently serves a large number of students and Members.
EIRC holds Seminars, Lecture Meetings, Conferences, CPE Programmes etc. regularly for the professional development of members.
The EIRC also holds similar programmes for the students besides holding classes forIT, Classes for General Management and Communication Skills,Mock Tests, Revsionary Classes, Lecture Meetings, Career Counselling Programmes at all stages of their Chartered Accountancy Studies.
It runs a Computer Center for imparting computer education to the members, students and others.
All activities related to members, e.g. admission to associate membership, fellow membership, granting of Certificate of Practice, registration of firms, granting permission for other occupation etc. as also students activities related to articles registration, termination/completion of their training etc. are being done from Eastern India Regional Office at Kolkata.
The academic functions related to students as conducted by the Board of studies of the Institute are also being carried out from the Eastern Regional Office. The EIRC has also a very good updated technical library for the members and students as also its own auditorium.
